Born on September 18, 1971 in the village of Zhezkazgan, Karaganda region.
In 1994, he graduated from the Kazakh National University named after
Al-Farabi Kazakh National University, specializing in History. Candidate of political sciences.
In 2017 defended MBA degree in specialty “Regional and municipal management” in the Russian Academy of National Economy and Public Administration under the President of the Russian Federation.

Author of 10 books and more than 100 scientific publications in Kazakhstani and foreign scientific editions.
Career
From 1994 to 1997, he was a researcher, Head of the Department of Internal Policy, Deputy Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KISI).
From 1997 to 1999, he worked at the National Agency for Press and Mass Information of the Republic of Kazakhstan and the Ministry of Culture, Information and Public Accord of the Republic of Kazakhstan.
